Minimum SIR of $100,000
Qualified TPA or in-house claims staff
ALAE, inside/inside or outside/outside
No workers' compensation
No standalone transit systems

Risk retention; premium; carrier/reinsurer history
5 years of loss history by year, by line of business
5 years of large loss detail, with claim narratives
Vehicle exposure data, including all emergency and non-emergency vehicles
GL exposure data and five year history
Financial statements
